=== 18th century === In December 1770, Joel Lane successfully petitioned the North Carolina General Assembly to create a new county. On January 5, 1771, the bill creating Wake County was passed in the General Assembly. The county was formed from portions of Cumberland, Orange, and Johnston counties, and was named for Margaret Wake Tryon, the wife of Governor William Tryon. The first county seat was Bloomsbury. New Bern, a port town on the Neuse River 35 mi (56 km) from the Atlantic Ocean, was the largest city and the capital of North Carolina during the American Revolution. When the British Army laid siege to the city, that site could no longer be used as the capital. From 1789 to 1794, when Raleigh was being built, the state capital was Fayetteville. Raleigh was chosen as the site of the new capital in 1788, as its central location protected it from attacks from the coast. It was officially established in 1792 as both county seat and state capital. The city was incorporated on December 31, 1792, and a charter granted January 21, 1795. The city was named for Sir Walter Raleigh, sponsor of Roanoke, the "lost colony" on Roanoke Island. No known city or town existed previously on the chosen city site. ==== Prevalence of medical diagnosis ==== In a study published in 2016, based on US health insurance claims data, out of 19,833,939 US males aged ≥18 years, only 1,108,842 (5.6%), were medically diagnosed with erectile dysfunction or on a PDE5I prescription (μ age 55.2 years, σ 11.2 years). Prevalence of diagnosis or prescription was the highest for age group 60–69 at 11.5%, lowest for age group 18–29 at 0.4%, and 2.1% for 30–39, 5.7% for 40–49, 10% for 50–59, 11% for 70–79, 4.6% for 80–89, 0.9% for ≥90, respectively.

Investigators say the adulteration was nothing short of a wholesale re-engineering of milk. Researchers established that workers at Sanlu and at a number of milk-collection depots were diluting milk with water; they added melamine to dupe a test for determining crude protein content. "Adulteration used to be simple. What they did was very high-tech", says Chen Junshi, co-chair of the Sino-U.S. workshop and a risk-assessment specialist at China's Center for Disease Control and Prevention. Investigators subsequently learned that the emulsifier used to suspend melamine also boosted apparent milk-fat content. Sanlu baby formula contained a whopping 2563 mg/kg of melamine, adding 1% of apparent crude protein content to the formula, where normal milk is 3.0% to 3.4% protein. Chen says a dean of a school of food science told him that it would take a university team 3 months to develop this kind of concoction. Investigators have concluded that as-yet-unidentified individuals cooked up a protocol for a premix, a solution normally designed to fortify foods with vitamins or other nutrients but, in this case, it was poisonous. Several milk-collecting companies were using the same premix, Chen says: "So someone with technical skill had to be training them."
